2026 BOARD OF DIRECTORS

Chapter President
Amanda Francis has been in the Community Association industry for 16 years. Her career has been dedicated to onsite management, with substantial experience in the Active Adult and Large-Scale specialties. In 2018, she shifted focus onto High Rise management and was soon after awarded the Onsite Manager of the Year award by the Los Angeles Chapter of CAI. She became a permanent resident of San Diego in 2020, where she serves as Onsite General Manager at the Renaissance Owners Association; a self-managed, two tower High Rise and mixed-use Association, located in downtown San Diego’s Marina District.

Chapter Vice President
Liron Shalom-Hickey has been working at SERVPRO of Sorrento Valley for many years serving as the Director of Marketing and Client Relations. Liron is devoted to serving and helping people when their properties are in need of water damage, fire and biohazard clean up and restoration all throughout San Diego County! With her military background and passion of providing the highest quality of service, Liron is dedicated to working hard daily to ensure her clients receive exceptional service. She always puts the need of her clients first and strives to deliver. Liron believes that when there is a will there is a way! Honesty, trust, communication and showing by action are her key beliefs for a successful relationship.

Chapter President Elect
Sharon has lived in San Diego for the last 18 years, moving here from South Carolina. In South Carolina, she was on the board of the homebuilders association for four years, working as a homebuilder for eight years. She has an associates degree in accounting and worked in accounting for 20 years, also owning her own cleaning business. Since moving to California, she has had the pleasure of being a stay at home mom and lucky enough to be able to be very involved in my children’s and grandchildren school and day-to-day activities. She has been on the HOA board of Villa Canada Estates for 12 years and has been president of the HOA for the last five years. During this time, she has developed programs to bring her community together. She has been a member of CAI for the last five years.

Chapter Treasurer
While entering the community management industry in 2005 in Orange County, CA, Amber obtained vital experience under some of the pioneers in the industry. She has continued to find ways for associations to thrive through organization and communication. Amber has earned the Certified Community Association Manager (CCAM) designation through the California Association of Community Managers (CACM) and the Certified Manager of Community Associations (CMCA) through the Community Association Managers International Certification Board (CAMICB). She also has served as the Chapter President for CAI-San Diego in 2022 and is delighted to return to the Board of Directors.

Chapter Secretary
Rei Takeda is the Director of Analytics for the U.S. Naval Air Forces. She brings a unique blend of analytical skills and community-focused leadership to the CAI San Diego Board of Directors. As a long-time board member of her self-managed HOA, she has a firsthand understanding of the challenges faced by homeowners associations. Rei holds a B.S. in Science with an emphasis in computer science and biology and an M.S. in Management Information Systems. She has been involved in the HOA industry since 2017. Outside her professional endeavors, Rei is committed to giving back to the community, dedicating time to volunteer by teaching programming to children and fostering the next generation of technology innovators. Her vision for her tenure on the board is to ensure a fair balance between the interests of homeowners and the businesses that are primarily represented. With a focus on fostering a collaborative environment, she is dedicated to bringing her blend of discipline, expertise, and understanding to serve and uplift every homeowner living in an HOA. Her extensive experience and personal dedication are at the forefront of her efforts to enhance the lives and environments of those within the CAI community.

Director
Tim Flanagan is a Partner with Flanagan Law, APC. Tim’s law practice has been dedicated solely to the representation of community associations in Southern California since 2010. Tim oversees the firm’s corporate counsel and enforcement litigation practice. Outside of the office, Tim spends his time on the baseball diamond where he manages his son’s Little League team.

Director
John R. MacDowell has been a member of the California State Bar since 1983. He is a shareholder of Fiore Racobs & Powers in the Firm’s Orange County and San Diego County offices and is managing shareholder in San Diego County. Mr. MacDowell pursued his undergraduate studies at Pomona College, where he graduated cum laude with a Bachelor of Arts (B.A.) degree. He obtained his Juris Doctor (J.D.) degree at the University of Chicago, graduating in 1983. He is a member of the North (San Diego) County Bar Association, Community Associations Institute (CAI) and California Association of Community Managers (CACM). Mr. MacDowell served on the City of Santa Ana Planning Commission from 1996 to 1998. Mr. MacDowell successfully briefed and argued the case of Brown v. Professional Community Management, Inc. (2005) 127 Cal.App.4th 532, which held that the Davis-Stirling Act does not limit the fees that a management company may charge for services. He also co-authored a “Friend of the Court” brief on behalf of community associations in the landmark Supreme Court case of Lamden v. La Jolla Shores Clubdominium Association (1999) 21 Cal.4th 249. Mr. MacDowell is a member of the prestigious College of Community Association Lawyers of CAI (CCAL)and is active in the San Diego Chapter of CAI. Mr. MacDowell served as Chair of the CAI California Legislative Action Committee (CLAC) in 2017 and 2018, and as a delegate to the Committee from the Orange County Chapter of CAI. He has served as President of the Orange County Chapter in 2008. Mr. MacDowell is a frequent presenter at educational programs and seminars at the CAI San Diego and Orange County Chapter education programs and the CACM Law Seminar. He has written numerous articles on community association law and contributes frequently to the CACM Law Journal and CAI publications

Director
Bridgette Tabor, a seasoned professional in the field of commercial insurance, has carved out a remarkable niche for herself through a combination of industry expertise, unwavering commitment, and a keen understanding of the evolving landscape of insurance and risk management. With a career spanning over two decades, Bridgette has become a trusted advisor to small businesses and community associations seeking comprehensive and tailored insurance solutions. Bridgette spent 20 years working as a legal assistant for law firms specializing in various disciplines including but not limited to construction defect litigation, employment litigation and one particular firm serving as in-house counsel to insurance companies. This is where she gained invaluable insight into the world of insurance and risk management. Born and raised with an inherent entrepreneurial spirit in 2023, Bridgette obtained her insurance license in life, health, disability and property and casualty and started a small health. While running her own agency, she served 12 years as president for her Association. A pivotal moment in her career occurred in 2012 and the health care reform. She took this opportunity to transition into the area of property and casualty and joined the Kirk Miller Insurance agency who had assembled a team of dedicated professionals who shared her passion for excellence. In addition to their professional pursuits, Bridgette is passionate about giving back to the community. She actively supports local charities and is a Rotarian, a member of the Elks Lodge as well as being a member of her community church.

Director
Heather Wiltshire, CCAM, CMCA, AMS, PCAM, entered the community management industry in 2005 as a portfolio manager overseeing various types and sizes of community associations. In 2011, she began her first supervisory role as a client services director, focusing on client retention and manager education. Heather has fulfilled different supervisory roles in her career and enjoys building a strong team to provide a high level of services to association clients, mentoring new managers, and training support staff to move forward into larger roles.
